AUSTIN — Spencer Fane LLP is pleased to announce Wendy K. L. Harvel joined the firm’s Austin office as an of counsel attorney in the Environmental and Energy Law practice groups.
Harvel helps clients navigate the intersection of technical, business, and regulatory frameworks within the public utility sector. She boasts extensive experience in matters spanning rate cases; water and electric transmission Certificates of Convenience and Necessity; sale, transfer, and merger cases; and fuel reconciliations.
For nearly two decades, Harvel served as both a Master Administrative Law Judge and head of the Public Utility Team for the Texas State Office of Administrative Hearings. There, she acted as a neutral party presiding over disputes between Texas agencies, other governmental entities, and private citizens through administrative hearings or alternative dispute resolution proceedings, specifically mediation.

A distinguished industry thought leader, Harvel frequently presents and moderates sessions on utility law and administrative procedure at industry conferences and other large forums throughout Texas and nationally.
She received her undergraduate degree from the University of Michigan before earning her Juris Doctor at the University of Texas School of Law.
